National Health Commission of the People's Republic of China

What NHC does


1. To draft laws and regulations for national health policies, draft laws and regulations, policies and plans for the development of public health services, formulate departmental rules and standards and implement them; coordinate and plan the resource allocation of health services, offer guidance for the formulation and implementation of regional health planning; draw up and implement policies and measures to promote the equalization, inclusiveness and convenience of basic public health services, and extension of public resources to the grass-roots level;


2. To coordinate and deepen the reform of medical and health system, provide suggestions on guidelines, policies and measures for deepening the reform; promote comprehensive reform of public hospitals and the separation of the public hospitals’ supervision and operation, improve the modern hospital management system, formulate and implement policies and measures to promote the diversification of public health service providers and increase the ways of service providing, and give advice for medical services and drug price policy;


3. To make and implement the plans of disease prevention and control, the National Immunization Program and interventions for public health issues that seriously endanger people’s health; draw up catalogs for quarantining and monitoring infectious diseases; Be in charge of the public health emergencies, organize and guide prevention and control in case of any public health emergency and offer medical aid to all kinds of public emergencies;


4. To organize and coordinate the formulation and implementation of policies and measures to cope with the aging population problem, and be responsible for promoting the construction of health service system and the integration of medical care and nursing for the elderly;


5. To organize the formulation of national drug policies and national essential medicine system; launch an early warning mechanism for the monitoring of the use and clinical comprehensive evaluation of medicine as well as the drug shortage, give suggestions on the pricing policy of national essential medicine; participate in compiling pharmaceutical codex; organize food safety risk monitoring and assessment, formulate and publicize food safety standards in accordance with the law;


6. To supervise and manage occupational health, radiological health, environmental health, school health, public place health and sanitary standards for drinking water within the scope of its responsibilities; supervise the prevention and treatment of infectious diseases, improve the comprehensive health supervision system, and take the lead in the implementation of the Framework Convention on Tobacco Control;


7. To formulate and carry out administrative measures for medical institutions and medical services industry; set up assessment and supervision system for medical service; jointly make qualification standards for health professionals with other departments ; and draw up and carry out the service norms and standards for medical institutions as well as the rules of practice and service norms for health professionals;


8. To be responsible for family planning management and services, carry out population monitoring and early warning, study and offer advice on population and family development policies, and improve family planning policy;


9. To give guidance to local health authorities and the construction of grass-roots systems for medical care and maternal-child health services as well as the training of general practitioners; promote the scientific and technological innovation and development of healthcare;


10. To take charge of the medical and health care for the appointed personnel of the central government; and take charge of providing medical services at major national conferences and events of the Party and the State;


11. To administrate the State Administration of Traditional Chinese Medicine, serve as an acting administrative body of the China Aging Population Association, and guide the work of China Family Planning Association;


12. To perform other tasks given by the CPC Central Committee and the State Council;


13. Functional transformation. The National Health Commission should firmly establish the concept of "big hygiene and big health", promote the implementation of the strategy of "Healthy China", take reform and innovation as the driving force, focus on promoting health, transforming the model, strengthening the grass-roots level and laying stress on safeguard, change treatment-oriented into health-oriented, and provide the people with all-round and full-cycle health care. First, the Commission will pay more attention to disease prevention and health promotion, strengthen prevention and control of major diseases, actively respond to the aging population and improve the health service system. Second, the Commission will shift work priorities allocate resources to the grass-roots, and promote the allocation of public health resources to grassroots units, rural areas, remote areas and people living in difficulties. Third, the Commission will put more emphasis on improving the quality of health services and promote the equalization, inclusiveness and convenience of basic public health services. Fourth, the Commission will coordinate and deepen the reform of the medical and health system, intensify the reform of public hospitals, promote the separation of supervision and operation, and boost the diversification of public health service providers and modes.
